Whether serving a few hundred workers on a typical day or more than 1,000 during major turnarounds, the Industrial Safety Training Council plays a vital role in supporting Southeast Texas’ industrial workforce.
That commitment to excellence was on full display Thursday with a celebration and open house for the new ISTC Badging Center.
President & CEO Bobby Tupper noted that when he was entrusted with his leadership role three years ago, the board charged his team with addressing the facility’s need to expand to better serve its clients.

The result was the addition of an approximately 20,000-square-foot Badging Center located next to the existing customer service and computer-based training facilities.
Tupper emphasized the challenge and teamwork in making the large construction project happen while keeping noise levels and ongoing operations under control. He thanked the ISTC staff for keeping the facilities up and running throughout the process.
“Our goal is to have people come here, get comfortable, and have a beautiful environment to do their training or get their badging,” Tupper said. “This is an addition that we needed on the back end and has been a great thing for us. We’re very appreciative.”

According to ISTC, the facility features six dedicated badging areas and 14 check-in stations, allowing for faster processing times and improved flow for customers and contractors. The expanded layout ensures an efficient experience for client training, credentialing and site-specific requirements.
H.B. Neild Construction served as general contractor for the addition, helping bring ISTC’s vision for the expanded Badging Center to life at 3749 U.S. 69 near Nederland.
Key project features include a 7,200-square-foot main room, a second-floor mezzanine office bank designed for future growth, and 300 linear feet of window wall reaching 28 feet at its tallest point.

For Project Manager Blake Moss, the finished facility represents the result of months of planning, coordination and problem-solving.
“There’s a real sense of accomplishment in delivering something the owner can see, appreciate, and start using right away,” he added. “This was absolutely a team effort, and we thank everyone who had a part in making this happen. We appreciate ISTC for the opportunity and hope this project continues to benefit the industry for many years to come.
“Being part of something that can have a lasting positive impact on the industry makes all the hard work feel even more worthwhile.”
ISTC officials have stressed the latest expansion represents a forward-looking investment in technology, customer service, and regional collaboration while ensuring that workforce access and credentialing processes remain efficient, secure, and aligned with industry needs.
